Background

Homelessness is a complex subject impacting all Kings County residents. Communities in Kings County and throughout the state have experienced increases in the number of homeless persons in recent years.  The 2023 Point-in-Time Report identified 417 people experiencing homelessness, 85 of whom are experiencing chronic homelessness. Of these individuals, 27 are veterans, 159 are disabled, and 13 are unaccompanied youth.  The 2023 Point-in-Time count saw an increase of 235 individuals experiencing sheltered and unsheltered homelessness in Tulare and Kings Counties. This is a 16% increase in a single year.

The Issue

There are a multitude of factors contributing to homelessness, and myriad organizations committed to serving homeless persons and reducing the prevalence of homelessness; however, resources are fragmented and do not provide a seamless navigation experience to homeless persons seeking habitation. Lack of available and affordable permanent housing, emergency shelters, transitional housing, and other infrastructure to reduce homelessness also remain as significant barriers.

Multiple sectors intersect with homelessness, including health care, law enforcement, child welfare, public transportation, faith-based organizations, and businesses.  There are opportunities within the community, County and City governments, and service organizations to increase alignment of resources and strategies to more effectively address homelessness.
